What are these seconds? They just aren't quite the quality of my regular stickers. They should still be water & UV resistant for up to 3 years, and super sticky. But they're thinner so they just don't feel as substantial, and there's printing on the back of some of them. So they're still perfectly useful and functional, just not quite as nice as the rest of my stickers, thus the discount.
